Receiver

📕 A receiver is any person who receives or obtain access to personal data, whether it is a third person or not. There is an exception when some public authorities, as part of an investigation, receive some data (customs, tax authority, etc.) : since they're not considered as receivers, they don't need to appear in the record or in the information mentioning.
